My thought is if a person is struggling financially that they can't afford an extra dollar, they shouldn't be gambling in the first place. It's easy to say it's only 2 or 3 dollars , but if finances are that tight, don't blow it on the lottery, or any gambling.

People think gambling is risky.
Of course gambling is risky. That's the whole point -- risking your money hoping to win.
As far as your statement that everyone should gamble, that is just ridiculous.
People who have gambling addiction should not gamble. People who live paycheck-to-paycheck should not gamble. That leaves about half the population.
State lotteries depend on people gambling more than they should. They sell more tickets in poor neighborhoods because people are trying to win their way out of poverty.
