New York Governor signs bill to allow daily fantasy sports
Gov. Andrew Cuomo signed a bill into law Wednesday to allow the resumption of daily fantasy sports in New York.
The measure calls the popular online contests a game of skill. That legal definition resolves the central argument in a lawsuit brought against the country's two top fantasy-sports companies by the state attorney general. He had likened the online matches to illegal gambling operations based on chance.

Upper means what is above.
Lower means what is under.
Lotto is a kind of actual keno game without second set, only that there is no payout for the 0 score. Mostly the amount of numbers drawn is the same than the combination size. When more balls are drawn, they are considered being a second chance because there are not enough winners with the original set. Bill would send NC lottery winner info to food stamp office
Legislation directing the North Carolina lottery to disclose winners of substantial cash prizes to state social services officials as an anti-fraud initiative for food stamps received initial House approval Wednesday.

NYS Lottery commits fraud in sales of Scratch off game
To answer ALL your questions in order:
1-I cannot find an attorney that specializes in NYS Lottery law.
2-I sent my letters to as many media outlets I could.

Illinois Lottery is not paying, but people are still playing
Joe Joost and several other city truck drivers thought they won $1 million in September.
However, they have yet to see a dime because the state comptroller has said they can't make payouts over $25,000 because the state hasn't approved a budget. In October, that payout limit was further reduced to just $600.

Illinois fires lottery operator Northstar
Will continue to operate lottery for more than a year
The nation's first private company to manage a state lottery was fired Friday by the Illinois Governor after years of failing to make the lofty revenue targets it promised.
In a news release Friday, Gov. Bruce Rauner announced that his office had reached a termination agreement with Northstar Lottery Group that will remove the firm as private manager as of Jan. 1, 2017, or until a replacement is chosen.

Prosecution rests in Hot Lotto trial
The defense began calling witnesses Thursday morning in the trial against a former lottery vendor employee accused of rigging a Hot Lotto drawing to win a $14.3 million ticket.
Eddie Tipton, 52, is being tried on two counts of fraud. Tipton has been accused of purchasing the winning ticket at a Des Moines QuikTrip on Dec. 23, 2010. In his former position as the information security director for the Multi-State Lottery Association, Tipton was barred by Iowa law from buying a lottery ticket.
