CA's Multi-State Game.
It would make sense for California to join Mega Millions, because as DoctorEw mentioned, no state bordering California has Mega Millions, and for Florida to join Powerball, since no state bordering Florida has Powerball. I must also point out that California and Florida are currently the only two states with lotteries that don't have Powerball or Mega Millions. California does not need to go multi-state though, because they are one hell of a big state!

Should their be multi-state scratch games among the Mega Millions states? I would be concerned that the Mass and NY tickets (and possibly TX) would be annuity-only, while the same game in the other eight states would have a cash option.
