$359 MILLION: Powerball jackpot heats up
The cash value is the REAL jackpot. They post the annuity for the jackpot because it looks better, it's bigger.
To get the annuity amount, they take whatever the cash value is and calculate the percentage based on the current interest rate. The annuity is the amount the cash value is worth with interest over a 30 year period.

So what happens if you choose the annuity in a state where there is a tax on the lottery winnings already but the tax percentage either increases or decreases over the period of the annuity? If you look back at the Powerball payouts from just a few years ago, you will see that the cash value to annuity ratio was about 55% compared to now where it is about 69-71%.
This means that if the cash value of the current jackpot ($250.3 mil) was figured at the same ratio from a few years ago, the annuity jackpot amount would be advertised at about $455 mil and not $361 mil.

Can a lottery Cash Value be more than the Annuity Certain?
I'd say there's absolutely no chance at all that you'll see a jackpot advertised that way.
While it might theoretically be possible for an annuity to have a negative rate I'm sure there's zero chance that a lottery is going to advertise an annuity of $500 million if the cash value is $535 million. If there are 2 more rollovers then you will see the JP really start growing. When the record was hit last month after 12 rollovers the advertised JP was 202 mill with the cash value being 126 mill. This was from ticket sales of 336 mill. Right now there have been 12 rollovers with 465 mill in ticket sales and the advertised JP is 266 mill with a cash value of 176 mill. I doubt that because I don't believe the IRR over 29 years would be negative. For example, if 10 years of negative rates (a long time, IMHO) are followed by 19 years of positive rates, the IRR can be positive, and the annuity factor can be larger than 1.

Who Do You NOT Want To See Win a Top Lottery Jackpot Prize?
I don't think it's really fair to say that. While I do know some idiots that are in their 20s, I also know some middle aged idiots as well. How about we get rid of the age bias and just agree that we don't wanna see anyone win that is financially irresponsible.
