Should one play if they have others feeding them
I agree it would be most impossible to monitor who and who shouldn't play the lottery or who or who shouldn't repay after a big win. It was just a theoretical question that was address and people were able to give their opinions.
The greedy will never attempt to repay the government for putting a roof over their head or food in their stomachs when they were/are having hard times.
There are lots of people who abuse the system and when turned in as Fraud... nothing is done.

Lottery dream shattered for N.C. couple
Is this an alternate reality? You gotta be kidding me. There is a barcode on the back of the ticket that is scannable ANYWHERE (in the state played). As a matter of coincidence I walked in behind a 1 million dollar scratcher winner going to play my numbers Wednesday night. How did we know? A change in the format of Pennsylvania Lottery scratch-off tickets to prevent fraud means that some lottery players could be mistakenly tossing away winning tickets, retailers said.

The Ontario Ombudsman will investigate allegations about insiders winning a disproportionate number of lotteries to restore public trust in the province's lottery corporation.

The New York Attorney General's office has secured $110,000 in restitution and civil penalties from three Erie County individuals who targeted senior citizens through a telemarketing scam involving the sale of winning lottery numbers.

An employee of a Bath convenience store allegedly made off with 59 North Carolina Lottery tickets Saturday and cashed in the winnings a day later.
