Is the Annuity payout safe?
For the most part I think the annuity is a safe option.
More so with the Multi State Games.
The safety of the annuity may be argued in terms of the payout duration. Are we certain of living for the next 29 years to collect all the payments? No one knows for certain.
Will the tax environment change so much and affect the future payments negatively? Who knows.

Balancing Odds and Cost 😁
A lot of players talk about or are thinking about value when buying a lottery ticket. That's fine if that's important to a player.
Given the odds of winning any jackpot, the value is always a negative.
I respect the length people go to when calculating that value it would be interesting to see the same approach towards the purchase a pack of cigarettes or beer

More than $2 a ticket phobia
I'm not sure you know what a phobia is. People not wanting to buy more expensive tickets is usually based on the rational thought that should tell people that they'll probably lose, and that even small risks should be balanced against the (chance of) reward.

Inflation is not the reason for MM to raise their ticket price to $5. Inflation does not affect math. A 1 in 300 million (roughly) chance is always a 1 in 300 million chance regardless of what the CPI is.
Inflation affects the cost of operating the game, which is the cost of thermal ticket paper, the machines to print them, and the twice weekly drawing. That's pennies.
