Lottery winner loses ticket, awarded unspent portion from couple who found it
I guess I really don't understand people now days, this woman or the clerk dropped the winning ticket on the floor, the woman thought she had her ticket until after the drawing and then she finds that she don't have it. The Stacey's who may have seen the lady or clerk drop the ticket on the floor or may have just found it there and picked it up. Seriously If I was the person behind you in the line I would have been supporting your right to receive fair pay for fair play. You won it honestly and deserved the correct payment back.

Winner, without scratching?
What JBG said is correct. There are codes for the smaller prizes, but the bigger prizes can give random codes, 3 letters that make no sense at all, to us, the players anyway.
As far as the position on where the winner will be on the card, I have never heard of this. I thought the same as you about the player picking a lucky spot to scratch being the only spot scratched.
As far as not scratching anymore spots, he really wouldn't have to since he won, the machine will tell him the amount won

I do play the lottery, but I am fundamentally opposed to the states running them in the first place. Before the 1970's lotteries were illegal in every state in the US, except perhaps Nevada. A primary reson for laws against lotteries was that bookmakers who ran them were profiting too much buy taking unfair advantage of people. It was marally wrong!!! When these villains ran the daily lottery a $1 for 3 nmbers paid $700 and 4 numbers paid $7000. the odds of winning are 1000-1 and 10,000-1 respec

Does jackpot amount affect your spending habits.
Normally I just buy one PowerBall ticket with PowerPlay. This gives fate (Lady Luck, G-d, whatever motivating force you prefer to refer to) a chance to smile on me in a big way, and doesn't make me spend too much on the game, given the ridiculous odds for the jackpot. Given those odds, I tend to think of playing PowerBall as playing for the 2nd and 3rd prizes (the $1,000,000 or the $20-50,000 prizes). They don't change value over time, so I don't usually vary my playing style much.

Do you Believe Lotteries are Random?
Years ago I had a man on my route(per my job) who insisted that the only way to get all 5 numbers on Fantasy Five(CA) was to choose your own numbers. This is a fair point but try this next time! If you have 5 lines ticket (your own selections) and after you bought your ticket then ask for one lucky dip then you'll find some of your numbers in lucky dip again which raise a question, does the machine know that your numbers are already a loser?
I think it is irrelevant how the machines are generating the numbers for lucky dip because the actual calculation does not start half an hour after the deadline!

Two tickets will share $174M Powerball lottery jackpot
I played in Delaware once, but not recently. Surprised with the new matrix that DE came up being a small share of sales.. I will guess that it was someone visiting the Delaware House rest stop (did they remodel all that yet?), and as for the PA ticket, they're quiet about where it was sold in either State, but I did play-ahead PA Powerball around my Birthday last month. I remember the machine was screwing up, and gave me Powerball tickets with a start draw of Feb. 25 (a month later than I asked)

Whenever the official POWERBALL wesite states that there are how many players that played for the drawing such as 934,037 players won more than $9.5 million in prizes.
