I think there is just too much insider info being passed around and by that I mean that thousands of people play these games and run into hundreds of clerks who hear the stories associated with playing them. I am playing Devil's Advocate here. How would you stop an illegal Alien from buying a lottery ticket in the first place ?? The Tickets do not say that you have to be a US Citizen to play the lottery, do they???. The tickets don't have to say it on the back, it's common sense.
