Ouch for Mega Millions. It rolled only to $14 million annuity ($7.8 million cash; only a $1.1 million jump cashwise), which is its smallest roll yet since it went to 5/56 + 1/46. I guess this means Mega hasn't upped its minimum rollover amount when it changed the matrix. Mega's minimum rollover should be at least $3 million. No. NY uses a graduated annuity, where payments increase with time. The MM annuity - not that I'd dream of using it - pays out the same amount each year. Mostly the annuity idea is advertising. Only the cash value matters. It happens that the MM and PB prizes are roughly the same size, but the advertised values would seem to claim otherwise.

OK, but why should MA Megabucks, Lose for Life, Unlucky for Life and various scratch games be annuity-only, thereby shooing away those who would rather collect in lump sum? Maybe in these cases corrupt is not the best word to use; how about conspiracy ? IMO there is money to be made from forcing lottery (and non-gambling; ie Publisher's Clearing House) winners to receive periodic payments instead of allowing them to receive cash. Select Annuity if you want to be paid the jackpot amount over a 26-year period, or select Cash if you want to be paid the jackpot amount in a lump sum.
