Is South Carolina Truly Anonymous?
It is but must specifically be requested. It is not 'advertised' because they prefer to have the winners plastered all over the media sites... it is a great promotion. Remember though, due to lottery winners being paid with state funds, there are steps one could take through the freedom of information act to force the reveal of an anonymous claim. 2. If it was only as simple as having a vision board and visualizing, there would be multiple jackpot winners every week. If I knew the all the answers, I would have won months ago. But I keep reading, trying to meditate, clear my mind and release subconcious blocks. I think the key is releasing doubt, fear, and feelings of desparation. As far as I know you can refuse the picture. The only requirement that's difficult to get around is the posting of your name. You can create a trust, donate your ticket to the trust, and have the trust claim the prize (though, foolishly if you ask me, most people name the trust after themselves). Also, Florida has a habit of also naming the trustee (you) with the trust. Could the downtime be related to the Hot Lotto saga? Maybe they're auditing the website software for issues, such as backdoors.

How LOW can ILLINOIS Go -- Pretty LOW
That's a good question Bob. Seems like the people running the state would be smart enough to designate the release of funds to the lottery commission since the lottery was put in place to help fund education and pay winners.
Maybe they should hand over the check writing to a few math teachers who can actually add, subtract, and multiply instead of state employees who are getting paychecks to say, Here's your IOU.

Option 3 has appeal, above a certain JP level.
Illinois has the money, they just can't release it on a technicality. It's not a main factor in my thinking.
However, thinking about where interest rates and income tax rates are likely to head, better to pay the tax now and keep investments short term, so when rates go up you can take advantage.
