Acutally it is alot more complicated..... Apparently, the main reason was because of how the voters opt to have a lottery in the first place. Back in the day when CA first opt for the lottery, the state gave us Super Lotto...which eventually became Super Lotto Plus. When the state decided it wanted to join a multi-state game it selected Mega Millions over PB......
