Ontario lottery winners: remember when you bought the ticket ... or else
They could refuse payment, because a bearer bond doesn't mean what most people think it means, but they aren't refusing payment. The delay is a result of their new rules because of insiders winning too many prizes. There's an article with more info here:

I don't really have regular numbers but if I had numbers I intended to play but didn't I'd probably lose it but if I was intending on playing some numbers there's no way I wouldn't, I can't really see myself going bankrupt since I think I've learned enough from my own mistakes that weren't that bad and the mistakes of past winners but on the other hand bankruptcy isn't always a bad thing, well unless you actually do lose everything, heh. It seems pretty clear that it's an actual pool, and that's why the numbers have to be QP's. In theory it could work without actually selling 10 identical tickets, and in the event that a partial pool won the jackpot the remainder would roll over to the next drawing. In reality I can't imagine that it would be done that way, and there's no reason to do so. Jack was a good ol'boy so he couldn't just go quietly, he had to make a spectacle of himself and I've found his regretting winning the jackpot and wishing he tore up to just be disingenuous seeing how if the lottery ruins your life, would you play it ever again? Man chooses wrong lottery numbers and wins jackpot
For years, Bobby Guffey of Roanoke has been playing the same numbers in an attempt to win the Hoosier Lottery.
His picks represent a combination of ages and numbers representing the months of his kids' birthdays.
