Do you believe every combination has the same probability?
If you think the pre-tests don't influence the draws, why do you think they keep them private?
I'm probably the last person to ask because the only influence testing can have on the official drawing is by cheating or negligence.

Mega Millions rolls $9M ($251M to $260M)
What's even worse about this low rollover amount that it occurred after a record number of draws. We certainly are no where near a record jackpot, even for Megamillions. The previous record jackpot in MM came in less than 20 draws.
They went too far, they worsened the odds significantly while representing that they were improving the odds of winning (actually the odds of not losing) and they assumed that by reducing the value of the ticket they would increase sales.

Distribution of Winners in Instant Ticket Packs - How is it done?
For scratchers the necessary number of winning tickets have to be deliberately printed, so they're clearly not random in the same way winning tickets are for PB. As for minimum guarantees in each pack, they can easily do that while still making the position of winning tickets within each pack random. Mass Lottery to announce record sales
The Massachusetts Lottery is expected to break a sales record this year for the fourth year in a row, the lottery executive director said Tuesday.
As of Saturday, the lottery had tallied $4.973 billion in sales, said Beth Bresnahan. She said the final sales total would be just shy of $5 billion when the fiscal year ends at midnight tonight.
The lottery posted sales of $4.741 billion in fiscal 2012, $4.85 billion in fiscal 2013, and $4.863 billion in fiscal 2014.

So this week is a bit rare in the lotto history it seems since both are at quite high jackpots with PB at 188M and MM at 260M.

Wisconsin Lottery's Megabucks jackpot hits record high

Officials with the Wisconsin Lottery said the Megabucks jackpot is currently at a record high for its next drawing on Saturday.
The jackpot is at $21.4 million.
The last time the jackpot was this big was in 2001 when the jackpot was $20.3 million, according to a release.
Wisconsin is the only state that offers the Megabucks game it is not a multi-state game.
If a winner of the $21.4 million jackpot were to choose the cash payout, they would get a lump sum of $15.2

More people playing, winning in SC Lottery
The South Carolina Education Lottery announced Monday it set records for ticket sales and the amount of money raised for education in the last fiscal year. It also set records for the amount of prize money paid out and the commissions paid to lottery retailers.
Lottery revenue was more than $1.26 billion for the year. Ticket sales grew by $66 million, which meant the amount that got deposited into the lottery's education account was $323.4 million, or $23 million more than the previous year.
