Pennsylvania $457 million jackpot winners kept anonymous
Thanks Todd. I somehow missed the related article. But u was not trying to post as a news story, moreso wanted to discuss the potential to claim anonymously even in a state that is in favor of disclosing name, city and state of the winner.
I will keep the rule you pointed out in mind next go round.

Winning ticket for $522 million Mega Millions jackpot sold in California
The article has been updated to reflect the final annuity ($543 million) and cash value ($320.5 million) after all proceeds were counted Wednesday.
The revised amounts up the rankings of this jackpot to the 3rd-largest Mega Millions jackpot of all time, and the 9th-largest US lottery jackpot ever. The cash value remains the 12th-largest in US history (and the 5th-largest Mega Millions cash value).

California Lottery issues new rules for retailers after rash of thefts
What gets me is the ingenuity of these crooks. They sure plan out everything to a T . Prior to reading the article I knew the retailer had to scan the roll or barcode on the unsealed package.
Inside job UPS...hope that former employer gets what he deserves, some jail time instead of being let go and no further punishment. We may never know.

Prior to reading the full article, had made up my mind they somehow intercepted the signal to the lottery and were printing their own tickets.

New law would stop Illinois Lottery from selling tickets after top prizes are gone
Someone did sue the Commonwealth of Virginia in 2008. It significantly changed how Virginia handled scratch off sales and, in my opinion, quietly changed the behavior of neighboring states as well. Here is a link to an article that mentions the suit:

Did you understand the article? Your post certainly doesn't imply that you did.
If the top tickets is sold, there is no point selling anymore. The incentive to win let's say $1 million is gone once that ticket or those tickets are sold.

Wisconsin woman's lottery winnings withheld by state due to unpaid debts
So I guess some don't read what is mentioned here in the article. She had to pay up unpaid debts which actually lead into a credit report.
If that is the case, then the lottery commission in that state is doing their jobs. Pay up whatever debts and move on. Simple as that.
