They all have pros and cons. NY Lotto gets you 2 plays for only one buck, in a day when more games are becoming $2 for just one play. And for the odds, the jackpots grow to exciting levels (like now). Of course, like you've said, it only pays 40%, when such a payout would be illegal in a lot of other states.
