Cash vs annuity, another factor to consider?
Looking at USA MEGA jackpot analysis for Powerball at $40 for Pennsylvania (just an arbitrafry pick) I'm wondering if the new tax rates and the current regime going after those who make so much a year wiuld be another reason ro opt for cash, a one time payout.
Let's consider:

Cash Vs Annuity Payments
This is my first post here and I joined just to get comments on my supposition.
So here goes.
In my state, there is a 7% state tax on lottery winnings.
If I won the top prize tonight and chose the annuity, could I not pay the 7% on the 1st year's annuity payment
AND THEN move to Wyoming or Nevada or Florida where there is NO state income tax and receive the rest of the
annuity payments free of state tax for the next 25 years?
It would mean millions of extra dollars.

I know that this is technically not a lottery question, it's about PCH Sweepstakes bankruptcy .
Is there a way that the guy who bought a 30 year Mortgage when he was still getting PCH Annuity payments can cancel the mortgage saying something like, When I bought the 30 year Mortgage I was an active PCH winner. But now that PCH is bankrupt and I'm not going to get anymore PCH Annuity payments, I need to cancel my 30 year Mortgage. He said this left him financially ruined and he can't find a job as he hasn't worked in roughly 10 years and is an older man. He said he blew his PCH Annuity payments frivolously
Poor decisions can lead to all sorts of problems. If he's lucky some of that frivolous spending resulted in assets that can be sold, such as more house than a guy with a modest fixed income (he probably qualifies for social security) needs, and Walmart might give him a job as a greeter.

What would be a reasonable cut off age where one says, heck no, am taking cash
I don't think that whether or not you expect to live long enough to collect all of the payments is a good reason for making the choice between cash and annuity. Being older, within reason, could argue in favor of the annuity. If you're under 50 or 60 there are probably a lot more reasons you might want to spend a disproportionate amount of the jackpot in the first few years. If you're 70 and the cash value is $10
