A billion is an eye opener, that is for sure !! But $815M Annuity/367.9M CASH is in a pretty nice neighborhood for a $2 investment.

Yes, they prefer for you to take the annuity. They probably make some extra off of that. What they don't do is use your winnings to pay smaller pots. But the age of winners is on the elderly side so they just take the lump sum it seems. The more common 1 million dollar winners end up with around 460k. If you don't know that going in it must be a jolt to your cardiovascular system after you held a million dollar check for the picture and 20 minutes later they come out with a check for 463,219.00

A $2 prize (times whatever multiplier, so $4 to $20) for matching two white balls would add 18% to the value of all non-jackpot prizes in total. That's a lot for such a small win.
More accurately a $2 prize for matching 2 white balls would reduce the money that goes to the jackpot by about 14.6%. That would reduce the current cash value of $67.9 million to $58 million. When I win the lottery, I would not tell anyone for years. Sudden wealth can attract a lot of attention, and privacy becomes a top priority.
I would consult with a tax professional for tax strategies.
At the current jackpot amounts, I will most likely go with the annuity.
Would then create a plan on how I would want to live.
Won't buy a house, prefer to rent and be able to move every two years. Would probably move to Europe at some point.

Massachusetts Lottery introduces $50 scratch-off ticket with $25 million top prize
Here in Ohio. We have 2 $50 scratch off tickets. I thought they wouldn't prevail but they are doing pretty well that Ohio lottery decided to release the 2nd $50 ticket. The 1st ticket top prize was $20 million or $1 million a year for 20 years. One prize was hit in Cleveland and the woman did the Smart thing and took the annuity yearly payments. After taxes she gets $750,000 a year for 20 years. The 2nd ticket top prize is $15 Million. So far no one won that yet
