Arrested for buy too many Lottery tickets?
I stopped at a liquor store one night. I purchased a soda and a scratch off. While I was standing in line, I heard the lottery machine printing. I went back to my car and scratched off my ticket. The state lottery has to set aside a fixed percentage of fed and state taxes after the win and before the winner comes forward. Most states require 6 months or more to establish residency. It would look like you were intentionally trying to avoid paying additional taxes to state A and it would likely be flagged for an audit with a huge jp win.
There is an offsetting credit between states so you would not be double taxed if both states had state taxes.

81-year-old Mass. man sentenced to prison for part in multimillion-dollar lottery ticket scam
I directly know of one instance in which a guy claimed 10k in losses after winning 10k with a MM ticket and wasn't audited.
Reminds me of guy that forgot to add a W-2G to his income and he wasn't audited either until a couple of years later. The IRS probably has a winnings amount that triggers an audit and $10,000 might be below it.

Bill to allow lottery winners to remain anonymous passes Virginia Senate
An indepdent audit eliminates this possibility. There is no need to publicize winners and subject them to harassment for marketing purposes.
If I won a huge amount, I would do a media interview if they give me 30% more in winnings to compensate. Of course they don't do that, so screw them.
