i doubt NCEL monitors what we say we are playing... the nc pick 3 lottery does have very low payouts... two reason come across... reason #1 ( most likely ) Not many people play pick 3.. that would be compared to a state like Georgia.. Georgia generally has high payouts.. you got to have lots of people playing to have a high payout.. or... reason #2 i said this a few months ago... let's use this scenario let's say... Hey jackpotismine, Thanks for inviting me in on this. Interesting that China also have pick 3 game. So this means it can also be used with the general pick 3 observations as being used over here in the states. For starters the history needs to be identify as single or double/tripple numbers, to see the pattern of its appearance. I think that it is crazy! They can make more money for sure, but not as much as they think that they can. The 2 big problems might be the state government and the lottery itself. In order to make more money they would have to be free of all and any restrictions, that is being able to handle the lottery on their own, without the state government and the lottery getting in their way.
