OK, I'm less informed than the vast majority here.
I do remember some time back, when Illinois was 'broke' and couldn't pay winners their millions and such.
So, here's this article, but it's too political for me.
Can someone please give me the Reader's Digest version of this article for me?

I recently had an odd fortune cookie experience. I was staying at a hotel and as I was getting ready to leave for the day when I saw a fortune from a cookie laying on the bed. It was very odd because we don't know where it came from and hadn't eaten Chinese the entire trip. It says Persistency Pays Off!

Senior Costa Paolo Mysteriously Won 16 power ball lotteries in Brazil ??
Nothing found in connection with the name Costa Paolo. Found an article on noticias.terra.com.br about 41 year old Guilhermino Ferreira from Pernambuco that claims to have won at least 70 times on the daily games, but nothing like the Powerball jackpot. Now he has a book out in PT called 'O Manual das Loterias with tips on winning lottery games.
Costa Paolo is maybe one of those urban legends ?

It's a B movie plot where security (Tipton) places a self-destructing rootkit into the RNG computer.
Did it self-destruct or go into hiding because in an article I read all drawings on two dates every year since were being investigated. Sounds like the RNG program is flawed in such a way that the results of the drawings on those dates may be predictable.

From the article, it looks like the father gifted to her. It would be monumentally stupid for them to have advertised that fact because the present value of the ticket is now a taxable gift and the father would have to file a federal (and possibly a state) gift tax return and pay gift tax.
They should have just been quiet about how Debbie won. This may end up costing the family a lot of money.

I thought there was no connection between the RNGs that draw the numbers and the Computers connected to the terminals, but according to this article there is.
The commission received a presentation on cyber security Thursday from Jim Edman, a top official in the state Bureau of Information and Telecommunications. Why would the South Dakota Lottery need cyber security if their RNG is not connected to a network?
