It's an extremely safe bet that Tipton would have known that some minimum number of pre-drawing tests would be conducted, so there's no logical reason he would have bought tickets for those tests. That doesn't necessarily mean he wouldn't have needed to also play some other combinations, but if he had it would simply be more circumstantial, but very compelling, evidence. If the only winning ticket was produced by the Tipton scandal, then yes it would have rolled over, and he is due the amount it was at and the roll over...Tipton isn't the only crook here....
