Can lottery organizations control the location of jackpot winning tickets?
What about a general location as opposed to a specific store? That would prevent fraud.

Michigan lottery winner convicted of welfare fraud gets probation
The Lincoln Park, Michigan, woman who made national headlines for continuing to accept food stamp benefits after winning $1 million on a Michigan Lottery game show was sentenced today in Wayne County Circuit Court to nine months of probation.
Amanda Clayton, 25, won the money on the show Make me Rich! last year and took home more than $700,000 after taxes. She was charged in April with two felony counts of welfare fraud failure to inform for not alerting the state Department of Human Services

Millions lost their jobs, yep and most refused a lower paying job because unemployment paid more
Most employers offering lower-paying jobs refuse to hire workers who had been earning more money because they know that as soon as those people can land a higher-paying job, they're out of there. These employers would rather hire a captive audience, people who aren't qualified for anything better than a minimum-wage job.

Good points Dr, And yes our biggest contributor of the fraud started at the Department of Human services, so far 17 employees have been dismissed and 3 have been convicted for fraud, Under our former govenor she got those federal dollars to roll in and the free for all started.
We have a big giant mess here, and theres not enough people to deal with the fraud, and it is the fraud I speak of.
We have food banks, focus hope and churches will give food vouchers.
