Personally I hate pools, I won't play in them period and if I never win then thank God because it wasn't meant to be. Another thing I would recommend to any pool leader or member is too never, as rule of thumb, let a transient person play. Have a group and keep the same group of add people as you feel the need but not the once every other week person. No, I don't think you can make money gearing yourself towards lower-tier prizes.
For example, in a 5/39 game your odds of winning 3 of 5 is 103 : 1. So you must have a 3 of 5 win on average every 10 picks you play just to break even with a hypothetical $10 payout.
If you look at the Top Predictors page for Pick 5 you will see that nobody comes even close to a 10% hit percentage regardless if they use wheels or not and regardless of the pick 5 matrix they're playing.

13 State Employees to Share $224 Million Powerball Lottery Jackpot
Nobody in my group is either, thank goodness. We all agreed ahead of time that we'd split everything evenly. We have won a couple of small prizes, which we simply put towards the next payment in the pool. I think my pool is a bargain. For $4/payday(every other Friday), we each get 3 chances at both Powerball and Lotto for 4 drawings, with winnings to be split 6 ways. If another person joins, we'll simply add another ticket to the mix.
