The way I see it is that all lottery games should have cash or annuity option. My complaint is when a winner chooses annuity they and their heirs are locked in to annuity. They hould have options after taking annuity. At some point after taking annuity the reciever or their heirs of the annuity should have an option to turn the annuity in to cash value with no penalties on the principal remaining. 1. Should they take cash or annuity? I would take the annuity. I can manage dealing with the annual payment, but overwhelmed with the total all at once. Yeah, I know the usual arguments against this, but 496 million minus taxes is an insane amount of money and (see anwer to #4). 2. What is the advice next? 3. FYI Noticed a big jump in entries this week for the weekly scratchers drawing. Realized that the 500/month entry limit goes to 1000/week when the week spans 2 separate months. Someone entering 1000 $20 tickets that week (500 in March and 500 in April) gets 20000 entries. I am going to avoid those weeks with my 100 or so entries.
