Arkansas lottery players now can buy tickets with debit cards
Starting this summer, retailers selling tickets for the Arkansas Scholarship Lottery will be authorized to accept payment by debit cards, thanks to a new law that zipped through the Legislature in 23 days with little fanfare. Since the lottery started selling tickets on Sept. 28, 2009, the law allowed only cash to be used in transactions. Now Arkansas will join most other state lotteries by allowing debit-card use. Senate Bill 617 sponsored by Sen. Trent Garner, R-El Dorado is now Act 876

World Lottery Association president urges veto of warning labels
Florida's first lottery secretary called on Gov. Ron DeSantis to veto legislation placing warning labels on tickets. Rebecca Paul Hargrove, now president of the World Lottery Association, said Florida could set an unfortunate precedent. Should the bill (HB 629) become law, it could hurt lottery-funded programs nationwide. The instant scratch-off games have been around for over 45 years, and sales of these games continue to grow every year, Hargrove wrote in a letter to DeSantis, but more

Mississippi lottery talk likely to coalesce odd coalition
Analysis: Natural foes to reunite yet again in opposition to lottery efforts Nothing puts preachers and their flocks in political cahoots with the state's casino gaming industry barons faster than any serious talk of Mississippi authorizing a state lottery. Fellow scribe Geoff Pender told us last week in a story about the possible prospects of Mississippi adopting a state lottery that Gov. Phil Bryant is open to a discussion of a state lottery. The exact quote Pender attributed to Bryan

Private management could be Alabama lottery option
If Alabama gets a lottery, private management may at least be an option. But the Republican leader of the Senate said Wednesday he did not want to commit to any particular proposal, being wary of some of the negative experiences of other states with private managers. Having no experience in the lottery field, we're just going to have to look at what other states have done and what's worked best for them, he said. Marsh is sponsoring legislation that would establish a lottery and gambli

NJ bill aims to protect lottery winners' identity
For some lottery winners, a large jackpot can bring out scam artists and others looking to get a piece of the pie. Some winners have even been kidnapped and killed. Now, a New Jersey assemblyman hopes to reduce the chances of that happening through legislation that would keep winners out of the public eye. Winning the lottery can be a blessing and a curse, said Assemblyman Deputy Speaker John Burzichelli. Once their identities become public, winners can become targets for unscrupul

Lottery fails in Wyoming
For the third time in six years, state lawmakers have killed a proposal to establish a lottery in Wyoming. By a 33-27 vote, the Wyoming House defeated legislation that would have created a quasi-public corporation to either run a Wyoming-only lottery or join a multistate lottery system. Wyoming remains one of seven states not to have a state lottery. Proponents of the legislation, House Bill 186, said many Wyoming residents have asked for a state lottery. A lottery would also help Wyomi

Arkansas lottery bill is first legislation filed for 2009
The first bill filed in the 2009 legislative session Monday carried symbolic weight and political heft but was scanty on substance. Incoming House Speaker Robbie Wills' one-page bill is a shell for what will become a bill to create and regulate state lotteries. It noted that voters approved the constitutional amendment this month and the revenue would be dedicated for college scholarships. This is appropriate that this be the first bill filed, said Wills, a Conway Democrat. It's an histor
