Also not a scratch ticket result but a good one just the same.
Atlantic City trip this week. Monday thru yesterday. Stayed at the Atlantic Club. The old Hilton. This place has gone back to the way it used to be. BEFORE all the other states opened their own casinos and cut into AC's revenue.
We have been going to casinos for over 20 years and saw first hand the great times you used to have and the lousy trips of the past few years. All due to the big corp takeovers of the gaming industry. C

I play a lot of tickets. What I'll do is start with the $20's. I like the $20 tickets and find better bigger winners
there. I'll choose what I like first and see how I do on those. It depends on what's in the machine too on
whether I play more of those same $20's if I don't win or bounce around to the $5's and $10's. If the $10's
don't do anything on the 1st ticket out, I'll try another of one or two that I like. I don't play more than 2

I'm leaning toward what Stack47 said on this one.
Casino jackpots (slots) are intentionally set up as to avoid being taxed (not the big jackpots, but such as non-progressive video poker). There is a formula or set of rules for each denomination machine, a 25 cent poker machine pays $1199 so as not to be taxed.
A dollar machine pays more but the amount where the jackpot would be taxed is higher.

The skewing you describe seems very blatant. It could be a serious flaw in the RND, which wouldn't surprise me in the least. Ever watch a self-service terminal reboot? I have, and yikes! Lots of apparent software kludges appear to load during start up. Maybe it's secure, but it sure doesn't look like it.

Stopped back at Sheetz on my way home from my first job today, wanted to try
some of the new $20 ticket (Million Dollar Payout) but they didn't have any. Yesterday
the machine had two empty slots when I picked up my tickets... I figured that they would put
at least one if not two more rolls of the new $20 in. I find that it looks like they only put one in
and it was sold out already! So I decided to try another Million Dollar Supercash (last month's $20)

This is a common misconception.
Actually, to use the casino analogy, scratch games have more in common with table card games, and traditional lottery number games are more like slots or roulette.

You have posed an interesting circumstance worth exploriing being conversant with the game of roulette I humbly hope I can make a candid contribution to this otherwise lonely thread LOL
If the true odds and payoffs are as you suggested, the house edge for the lottery is stupendous ranging from about 10% to 67%. Not even the worse slot machines have a house edge more than about 40%, so an argument could even be made that you are probably better off playing the slots than play
