I'm trying to think of a single reason I would lie about something like that. Ethics or Not
I do believe in Karma, but I don't think I'd be harming mine if I wanted a finder's fee for a 40 million ticket. I'm not trying to keep the ticket for myself, I'm doing my best to find the rightful owner, and I'm not going to force the rightful owner to go to court in order to get a cut. I'd hire an attorney and explain the situation. He'd probably contact the lottery office and let them know where the ticket was and what the problem was. Would you give lottery tickets...
I did one time, and then it hit me like a freight train longer than a snake's neck. I would be fuming if the ticket or scratch-off was a major winner. I don't mind if they win 50....100 or even 500, well maybe not 500, but you know what I mean. But if they won a lot, then I'd hold my breath until they gave me some. In fact I just realized. There's the answer. Just have them sign a release form, stating you would get a 10% finder's fee...LOL

do the lotteries have people researching systems and methods?
I checked of course they do only because I think they make sure the odds are in their favor all the time. I assume that any online or instant game is researched thoroughly before its release. The FL Raffle was a huge success for the State. Then they came up with EZ Match for the Fantasy5 - another way to get people to spend $2 on a $1 ticket. However, I also believe as you wrote above, that they must check to see if there are any weaknesses, i.e., the same store selling winning tickets
