Pfft. Expectation of transparency, my great Aunt Petunia; this is nothing more than a sleazy attempt by the WV lottery officials to line their pockets. As they said in the article, publicity drives sales. The lottery executives compensation is partly driven by increasing sales; they want people being photographed standing at the press conference, receiving that huge oversized check; they make more money that way.

This looks very interesting and it is probably worth using after a nice win ... (I had a little trouble making out everything though because the screenshot was a little fuzzy) that way you won't feel so pinched if it doesn't perform. Note that I only mentioned the last 5 games in my previous comment because the winning draw WAS all last 5 games numbers. So it can and does happen ... It may not be so easy to see in an excel file that doesn't show the skips clearly.

California Lottery officials seized surveillance footage from store that sold Powerball ticket
with you sirbrad about reminding the winners. But I would wait for at least three months before airing the footage. Of course, the winner can have a call made anonymously to the lottery office and stop all the speculation, rumours, etc. The winner needs only to provide the 18 digit number above the bar code on the front side of the ticket.

Can someone clear something up about taxes? If you take the lump sum, they take out 25% then give you the check no? What about the 39.6%? Do you owe that next year?
If you take the annuity, if the fed interest skyrockets, do they up your checks to make up for the difference?
Also, in the unlikely event the lottery (pb for example) goes bankrupt in 5 years, and you won this year and opted for the annuity, what happens to your future checks?

The thing to do, as I understand it, is to move to the no-lotto-tax state, where you purchased.

What do you use for statistical analysis?
Using Lottery Post's Deflate 3 and filtering for any straight combination containing 0,4,5,9 shows that there are 784 combinations or 78.4% chance of event happening on any particular draw.
I agree that in the in the short term there will be variance but over a statistically significant number of draws on a non-bias lottery machine it will approach the number stated.
