Ironically, a government partner would be safer than how many lotteries actually implement annuities. Some lotteries, such PA Lottery, treat annuities as a contractual obligation held by various private-sector annuity companies; winnings not directly government backed.

I'm not so sure. I recently asked the FL lottery about how the annuity is handled for their lotto game. The bonds that are purchased for the annuity are held by the State Board of Administration. When the bonds mature they are disbursed to the lottery. A lot of times these budget holdups mean that the government entity cannot write any checks until the stalemate has resolved. CA Lottery - California Love - CA Lottery Scratchers
There have been many games in the past well before Lucky for Life, and Luxky Life that had an annuity for the top prize. It just was not publicly disclosed on the ticket like those games. In private the CA Lottery offered a lump sum that was well less than the total annuity amount.
I would estimate that the lump sum for the $30 game will be $6 million.
