Cash Vs Annuity Payments
I'll take the $$$CASH$$$! While I've seen financial articles for and against the cash option, the one I thought made the best sense was one I read last year (can't recall where...darn). The person writing the article was a financial planner who pointed out that since most lotteries use government notes (bonds) to earn the money for annuity payments (they currently earn around 3% annually, I believe), it would be the wisest, and lowest risk choice to take the cash option, pay off any and all outs

Ark. lottery panel puts new limits on chief's pay
Hum, this article reads State law sets the lottery director's maximum salary at $141,603, but the director can be paid up to $354,000 if approved by a legislative committee.
Confusing, the above makes it appear that the current Director can one year begin being paid in the mid $300Ks annual salary (before any potential bonus) again ... which would mean that nothing limiting ever happened for this state government linked position!!!

OMG, a gift is a gift is a gift. If you don't want to give a lottery ticket as a gift, completely and totally, then just don't do it!
In the case in the original article, it is hard to really know from the facts given whether the two ever agreed to share or not. The burden of proof was on him, and he couldn't prove it. If two or more people want to make such an agreement, shacking up or not, the solution is simple - just get it in writing and have it notarized!

I read a story this morning in the Des Moines Register that says that Shaw (the lawyer) never met the people involved in the trust.They are from the small country of Belize,according to Shaw.The story just keeps getting stranger.

Ok let me clairify my answer.Lottery said it was investigated and I would assume footage was watched from store cam,maybe not but if not should be a rulling that all states and lottery should be filmed then watched by lottery and if ticket is unclaimed 1 month prior to experation then lottery post footage on tv news showing person buying ticket,doesn't make any difference he/she kept ticket or gave ticket as a gift he/she would know whom the ticket was given too.Plus article says money from this
