Well, this rigging business is total nonsense, especially the claims they are watching one, one! person (Stat$talker). Of all the millions of tickets sold, that is where the lotteries make their money. Ticket sales. Ticket sales!
They want and need people to win jackpots. Why. Because it's good for business. Jackpots grow due to incredible odds. If nobody wins. Nobody will want to play. And there have been times when a jackpot has been won on consecutive draws. Why would they let that happen

I don't consider the scenario I suggested is 'rigging' the lottery. It's not cheating the players; it's just tilting things a little in the interest of generating large jackpots. My opinion is that if you asked the average Joe on the street, do you care if the lotteries are set up to make it really hard to hit but that means when you do hit, the jackpots are hellabig, Joe would say so long as I stand a chance, I'll keep playing.

Why do MegaMillions jackpots grow faster than PowerBall?
The Mega Millions jackpot from Tuesday 5/18/21 was $475 mil (cash value $319.4). No one won that jackpot so it rolled up to $515 mil (cash value $346.3 mil). This represents an increase of $40 mil and $26.9 mil cash value.
The Powerball jackpot from Wednesday 5/19/21 was $202.3 mil (cash value $138.3). No one won that jackpot so it rolled up to $218 mil (cash value $149 mil). This represents an increase of $15.7 mil and $10.7 mil cash value.

There's nothing wrong with the OP's basic premise (or yours), in that players as a whole would be better off if $50 or $100 million of annual jackpot prize money went to 50 or 100 otherwise losing players instead of to the few people who would still win the jackpots. Idaho ends Powerball in state, fearing foreign participation
I guess I would rather not see other countries included in PB or MM for that matter. I believe the ticket price went to $2 to help jackpots grow larger faster. To combat so called jackpot fatigue .

Do You Consider Your Life Experience With The Lottery To Have Been Positive?
I have had way more success in a casino over the years than lotto but for the last seven years I have been low rolling on lotto tickets for state and multi-state games and little to no casino. Skyrocketing scratch-off sales indicate lotto players are resilient
Here in New York I haven't seen a huge drop off in sales of online games. To be sure, the size of daily Take5 jackpots are down, but not as much as you might expect them to be. Pre-pandemic, they were running in the high fifty thousands and lately they have been in the low fifty thousands. I've been watching the Florida Lottery's Fantasy 5 web page, and I did not see an appreciable drop off in the dollar amount of daily jackpots being won at all.
