Maybe the flaw was intentional, to encourage players to spend lots of money on lottery tickets, since the state took a cut of each ticket sold, about 35 cents on the dollar. Not much different than when more PB and MM tickets are sold as their jackpots gets higher and when state lotteries encourage players to buy a chance(s) to win $1/2 billion plus jackpots. What if MM limited their jackpot at $200 million cash value with the excess money being rolled down to secondary prizes?

I haven't done the math, but it feels as if MM has been hit sooner than would be expected over the past couple of years or so. Of course the odds of winning were better than PB, but it seems to have had a hard time producing really big jackpots. So, they're smart enough to come up with this ingenuous system of fraud, but not smart enough to only have the numbers hit when the jackpots are huge, not smart enough to ensure the wins are distributed equally among the states to avoid the accusation of fraud/unfairness, not smart enough to have the jackpots hit the sweet spot to ensure that their sales goals are met.
