i think there was fraud.someone very clever inside of the tennessee lottery got away with this.i think they were also very careful if they did win anything.

Letting Someone Else Claim My Powerball Winnings
While to do it this way may be dishonest, I don't feel terribly guilty when I know of the dishonesty of people who fraud the government out of millions by claiming disability when they are not disabled.
The tax people don't care if you or your relative pays the taxes. And if you or they decided not to include the lottery winnings on next year's 1040 and get caught, justifying it by saying but other people fraud the government out of millions won't get you off the hook.

This case does not prove anything about fraud. Mistakes can happen. Fraud is more difficult. And you have to be careful not to believe everything you read in the newspaper. Any competent lab running tests would certainly have found the no repeat problem.
But you are right, complacency is always a problem and must be accounted for in any security plan.

Paranoid or Prudent?
Now that one is paranoia. Not that Todd needs my vote but i don't think it makes sense that Todd works with the officials in any official capacity. It does make sense to me that as the owner/steward of the best ite on lottery on the WWW, they would approach him thru back channels to keep track of a member who shows too much promise... N.C. lottery ticket agent guilty in fraud case
Agent lied to customer about a winning ticket
A Sylva, North Carolina, woman pleaded guilty on Tuesday in Jackson County Superior Court in connection with lottery fraud.
Jodi Gibson, 23, was charged with one count of obtaining property by false pretenses and sentenced to a minimum of six months and a maximum of eight months in prison.
