How does that scam go?
You know those scams where they say you won so many milllions of dollars and all you have to do is send them the 24000 to get it ? How do those work, exactly? I have a friend who has received one of those letters with a check. What would happen if they cashed the check but didn't send it to the people? Wouldn't that be beating them at their own game?

I didn't know someone was working that scam on an American lottery. It works like that e-lottery syndicate scam in Europe. In order to play free or make money you have to sucker other players into sending them money too.

Local Iowa police report surge in lottery scam letters
The scam succeeds if a person deposits or cashes the check and sends a check or money order of their own to the company, because the deposited check will come back bad and they will have lost however much they sent in. One of the three that reported the scam to the MPD had cashed and spent the money, Walker said.

Local Iowa police report surge in lottery scam letters
At least three Marshalltown, Iowa, residents have been targeted by a bogus check scam in the last two weeks, according to Marshalltown Police Chief Lon Walker.

Some people have been using these scam letters to scam a loan from family members and friends with a promise to pay them back with a large bonus as soon they receive their winnings.

It can't be any more clear than this. Really, it can't. If an older person falls for this scam they shouldn't be in control of their finances. If a younger person falls victim to this age old scam, then they are foolish and have paid a lot of money for a simple life education course. I offer the same course for 10 bucks...
