I don't know if such is still the case, but years ago when I went to Tahiti, any tipping at all was illegal. We loved it! I wish such were the case here. From talking to a few lottery retailers I have learned that if they scan too many tickets that are losers the machine somehow lets the lottery headquarters know that something is fishy.
