what realy cheeses me of is an article I had read with in the past month not that its a new thing persay ...... but some of those panhandlers R making more money in the course of a week then most people make in a month working

The article doesn't say the numbers were draw in the same exact order out of the machine if one was used the balls could have been draw the same but came out of the machine in a different order.
As for 18 people playing the same numbers.... 18 people out of how many thousands of players Is feasible since many people sometimes play the previous numbers which were drawn. And some of those players might have played the same numbers who didn't bother to check the previous results.

N.D. lottery ticket sales, profits continue slide
This article is chock-full of interesting info. It will be interesting to see if the tri-states allow N.D. to get a slice. The first quad-state game? I think it's a great, creative idea.
Also interesting is the sticky situation created by the lack of scratch-off games. That really hurts. I wonder if they can get some movement on that issue in their legislation, but since it's a constitutional issue, it sounds difficult.

to those who didnt read the article yet jumped to conclusions that would only apply in your world, the reality is, justice was served and the rightful persons were given the chance to prove they bought and had rights to claim. Sorry that it doesnt give more factual answers as to whether it was signed or not, or how Fraud is defined in legal terms.

I need someone to calculate the odds of this happening
After experimenting with that loop, I added a N3 which shows the frequency of someone likely winning twice along with the frequency of a number coming up twice.
I was reading an article about this and the writer points out that folks might confuse the odds of them winning twice with the odds of someone winning twice. He points out that new stories about someone winning a lottery twice usually quote the odds of it happening to a particular individual which might lead some to think it happens
