Cash Vs Annuity Payments
I'll take the $$$CASH$$$! While I've seen financial articles for and against the cash option, the one I thought made the best sense was one I read last year (can't recall where...darn). The person writing the article was a financial planner who pointed out that since most lotteries use government notes (bonds) to earn the money for annuity payments (they currently earn around 3% annually, I believe), it would be the wisest, and lowest risk choice to take the cash option, pay off any and all outs

PB doesn't offer an annuity for matching 5 numbers because $2 million is the actual prize. If the winner wants to purchase an annuity after taxes deducted, they can and chose the number of payments.
Trust are created to help the winner remain anonymous, but in some states the name of the owner of the ticket is still published. As we learned from the Hot Lotto controversy in Iowa, their rules require the name of the winner or they won't pay.

I agree with WWWBUKTN that the lottery, especially Powerball, should only be allowed to advertise the cash value vice annuitized jackpot amount because since 2003, excluding the 2 pools that had both annuity and cash claimants, only 3 of the other 122 jackpot winners opted to accept annuity payments. I'm confused, stack47, did you mean to type lump-sum amount rather than annuity value above?
Since so many months went by, I think that only the larger, listed 29-payments annuity amount is able to be collected. Not eligible to receive the 1-payment lump-sum method anymore.
