Lottery 'winner' sues for $63M
I feel like I have been treated just a bad as the Iraqi's. Our soldiers were fighting to free Iraqi's from evil. However, I'm in the U.S. and I'm the victim of just as much or even more evil. But I don't know if I have anyone to rescue me since the U.S. is my attacker. They are also trying to surpress any media because they can't have the corruption at the lottery exposed.

Maybe that explains why the NY Lottery often does not listen to its players (38%-40% prize return in Lotto; cash/annuity choice still must be made when you play; several high-end scratch games annuity-only, which IMO is a form of corruption.)I actually met her in 1999, soon after she became Lottery Director, at a press conference outside a store, when I still was delivering Lottery New$.

jacaesar:AFAIC the biggest form of lottery corruption is forcing big winners to receive X years of annuity payments, without the winner being allowed to take the cash value in lump sum.

Mass. Lottery needs to replace 2.2M defective scratch tickets
Vince:Some scratch games in Mass. and NY (and the 6/42 and 6/49 games in Mass.) DO NOT allow winners to choose lump sum in lieu of the annuity. That is arguably corruption; it's wrong regardless. All lottery games, online or scratch, SHOULD allow the player/winner to choose the cash value if the advertised amount is annuitized (except for lifetime prizes).

H, TC:I consider it corruption when a (state) lottery buys an annuity for a lottery winner WITHOUT giving the ticket holder an opportunity to collect the cash value in lump sum (in lieu of the annuity).

Given the fact that corporate corruption at the top of the ladder is running more rampant than even the 80's, and the government is sworn to give them whatever they need to eliminate the middle class in the U.S. of A. (They'd like nothing more than to make us a third world workforce... Shipping ALL the jobs to mexico, india, pakistan... and then bringing in cheap labor via the H1-B visa)... I'll take the cash before it has a chance to be lost.... regardless the amount of the jackpot.

How do you lose by Winning big?
RJ: Mass. DOES NOT allow 6/42 or 6/49 winners to collect in lump sum. In addition, almost all scratch prizes over $200,000 are NOT paid in cash. I consider it corruption since such winnings unnecessarily go through a third party (ie, annuity provider). Companies that sell annuities to the Mass. Lottery (and the NY Lottery to a lesser extent) make huge amounts of money simply because the lottery winners didn't have a cash option.

Andy: You didn't read me. I will NEVER buy a ticket for a game where the top prize(s) are NOT paid in lump sum. Annuity-only prizes still happen because of LOTTERY CORRUPTION.

NY subscription winner a LOSER
I agree with the corruption view...the MA lotteryhas already proven to be rife with it accordingto a report issued last year. This is, after all, the lottery that Whitey Bulger won and where winning scratch tickets have turned up in the same storesand families way more than chance would dictate. Andit is inexcusable - after all, the money is there, what possible non-corrupt reason can they have fornot writing a lump sum check? I just got a new seasonticket, so I have a year to think about it.

CASH/LUMP SUM VS ANNUITY
The thing to remember is that the annuity is the lump sum invested over 20-25 years (however long it is). If youhad the lump sum, you'd invest most of it yourself and make the same if not more - taking the lump sum just removes the state (and state corruption) from the process. I'd feel much better with the lump sum working for me from day one.
