I want to play the lottery in France.
If you are in France they won't refuse to sell you tickets. Same when I was in Manhattan, they wanted to sell me lottery tickets. They probably will pay wins. The problem is getting it taxed and eventually move the money to the bank account in the country where you are living. I never had a problem moving money from one bank to another. So if you can buy tickets there, then the question is, why wouldn't it be legal to buy tickets there online? One reason might be security with online procedures.

The cruise actually shouldn't cost that much, depending on what room they get and what cruise line they choose. Though the Transatlantic cruises I've seen typically go to countries on the Atlantic coast like Spain, the UK. So he may have to take two. One to get across, then one that's a Mediterranean cruise.

Let me get this straight. The Lotter allows people from all over the globe to play USA lottos?
You're really getting your panties in a wad over nothing. The guy hired a butler service to walk into a store and physically by a ticket. He got lucky. And you didn't. Neither did I. So, try again next time. Or don't. Whatever.
When my daughter was studying abroad in Spain a few years ago, she could have bought an El Gordo ticket. Or a Euromillions ticket.
Oh, and there aren't 2000 winners each time because the odds are really high. They don't even come close to selling all the combination

SG ... I do agree with you that El Gordo tickets seem to be expensive ... but then people buy shares and maybe shares of shares ... not 100% sure.
I priced some tickets a few years back through a lottery agent but didn't buy any. I do not fully understand the whole game and buying ticket shares.
Looks like Europe or Spain has some fun once a year playing the game and some people or a town get very lucky ... except for the few people or one person who decided not to play.

Camelot to change UK Lottery from 6/49 draw to 6/59 draw!
How so? When the EM jackpot is 15 million it rolls to ~27 next. If you compare 2012 jackpot levels with the current ones I don't see that much of a change.
If your claim is that introduction of Eurojackpot poached players that's not all that possible.
In Spain you can play both games, in austrian and swiss bordertowns people could buy tickets in Germany, as could belgian players.
