I just went through the FAQ's and Instant Games info on the IL Lottery site and didn't find anything about instant ticket annuity payouts, which leads me to believe the answer is no, that's not an option. In IL, only MegaMillions and Lotto on line games can be paid by an annuity.

If you win in a state with income tax, don't claim annuity regardless, unless you want to pay state income taxes for the next 26 to 30 years.

In light of the current financial crisis that the USA is going through, I might be tempted to take the cash payment. But after taking the cash payment and paying the taxes on it, what would you invest it in? Where would you keep the money? That would be an immediate concern to deal with. I believe dvdiva is talking about actuall cash value and not the annuity value. Right now the cash option is 78 million dollars.
