Actually, it's really only about $14.5 million because the $15 million is a graduated annuity. They have to dig into their set prize reserve and it comes out of future nonguaranteed jackpots, just as greater-than-expected fixed prize awards do.
As for the Powerball jackpot being won three draws in a row, it already happened before around this time last year as well, and that followed a string of seven $100+ million annuity jackpot runs.

The $500K increase is an annuity increase, which includes interest gained for the annuity value payed out in 29 payments over 30 years. The cash increase is determined by ticket sales. So looking at this using the spreadsheet provided by the group running Powerball, the first payment of the annuity would be over $5.6 Million and go up from there. I estimate that if the person takes the cash option, they would have to earn more than 8.7% annually on the entire balance to exceed what the annuity would pay out.
Either way, it's a nice chunk of change for a single person (especially if they are single ).

You definitley have a point. I don't think there's been any horror stories of this intensity about annuity winners.
I say of this intensity because I'm sure some annuity winners have wound up selling their annuities for much less to collect a lump sum from one of those companies that do that.
