The chances that NY will draw the same set of numbers that have won previously is exactly the same as the chance of another state drawing those numbers, for equal numbers of drawings. We actually investigated the heck out of that earlier this year. Unfortunately, I am having a hard time finding it in my notes. I did find my list of every number that has ever doubled. (I haven't vetted this recently, it may need updating but it will give you a feeling for it).
