PB & MM ticket cost breakdown
What each state does with their share is up to them, but the official rules cover pretty much everything else about the financial aspect. The prize pool breakdown is on page 27 of the Powerball rules and on page 13 of the MegaMillions rules

Update - the person who asked this question is playing in the Jackpot App - with other folks from his stake - on average with the public pool there are about 6000 sometime more tickets purchase.. I as well as him was wondering why - they can not pull down a win at least a few third or fourth prizes.
P.S. He has been in the pool about a year...

Those are good points, if the Pool plan on always purchasing QPs,.. but I would point out that those plans may needlessly squander any of the members specialized talents...
The Pool may include some members with better Math skills than QPs may offer..so, there seems to be advantages and disadvantages, in this case..

I can only say that when I bought tix for my work pool, I bought A TICKET. That ONE ticket would have several lines of numbers on it. There were 8 people in the pool. Each one kicked in $2. I would buy one ticket that had 8 lines, each having unique sets of numbers.
Only one line could win.

hi, thank you for reply.
thats what i thought initially too. make sense in any other lottery, like pick2 or pick4 where fixed price payout (limited of liability maximum, of course).
but they said 50% of pool going to payout. so if i play $1, i contribute $1 to pool, if i play $10 i contribute $10, and if i win on $10 payout will be 10x of prize? still not convinced...

Dozens of lottery players across the USA hit it big in Powerball
In the draw in question. California had a pool for 2nd division worth $236,789.. they had 7 winners... where would the extra $6,763,211 come from?
Ditto 3rd division (Pool of $60,616, 8 winners. Other states pay $50,000.. need to find an extra $339,384)
California is paying out based on the sales made in California... It means they don't get burned when other states have to fund prizes out of ... well, where do they get the money to top up the prizes? By holding back some of the money

Non Jackpot liablity payout. is there one?
Yes there is a limit, if the reserve pools are exhausted the set prizes will convert to pari-mutuel.
For example, in Powerball the pari-mutuel will be triggered if both the reserve pool for set-prizes (max $40m) and the reserve pool for starting JP ($20m) are drained by set prizes.
This doesn't just apply to the first non-jackpot tier either. If you hit a zillion lower prizes it would effect too.

Mewinner Jackpot Addition Subtraction System
Take numbers from last draw.
For any pair of numbers find the sum (addition) of the pair and subtraction (difference) of the pair and put it in a pool.
Then randomly select 5 (or how every many numbers you need for your jackpot game) from the pool to play.
