Wow. I've never seen locked boxes for discarded tickets in California. All of our scratchers and SuperLotto are eligible for 2nd chance drawings. I don't scrutinize the winners of our 2nd chance drawings, but they appear to be distributed across the state and no one particular surname pops out like Patel in Tennessee. California did limit 2nd chance entries to 1,000 per month in 2012.

They answered me back a month after I wrote them two emails complaining but I am glad they eventually responded. I know they probably get a lot of complaints but there's a lot he is doing wrong. I believe it may be just to pacify me into thinking they'll do something. I don't think his first name is a real one but his last name is Patel (his first is a common name, like Dave or John for example.) I hope you are right though.

Lucky store: Sells third $1M lottery ticket
seems like all the state border stores are the so called lucky stores . could it be that they have the most sales volume since they draw from at least 2 different states. i would say avoid any store run by a patel for obvious reasons but then you wouldn't be able to find one very easily. one thing you can find easily are dunkin donuts stores as there is one on every corner in every town in new england.
