In real life the lottery officials would be doing investigating if the same person won pick 3 every day to make sure there isn't any cheating going on like someone who was paying someone like Eddie Tipton to give them rigged winning, numbers.

Arkansas woman sentenced to 10 years in prison for stealing $250,000 in lottery tickets
10 years in prison seems excessive. Eddie Tipton ended up serving shy of five years. Store owner didn't catch it until two years later. I bet that emboldened Billie to keep doing it. Oh and I doubt they will see all of that restitution paid back.

Remember that big fat slob, Eddie Tipton of the Hot Lotto scandal, the individual who got short-changed, sued and MUSL settled for an undisclosed amount. This case has a good chance of getting settled for an undisclosed amount but definitely not for $100M. The Lottery loves its money and will fight very hard not to pay at all.
