Large Jackpot in 2008 PB and/or MM
The cash prize comes from sales like all games. Currently considering the low post cash value most jackpot games offer compared to the odds it's better to spend your gambling dollars in Vegas or at a reservation considering the money spend, the potential post tax prize and the odds. This ratio gets worse when taxes are rased for public health care. The amount gained from taxing Jackpots is low since the total amount given out in Jackpots is low compared to total sales.

1.) It's a form of controlling the wealth going out to a race/ethic group. Statistical data have shown that minorities and poorly educated individuals are the biggest buyers of lottery tickets but yet, they're the least in winning bigger jackpots. Something is fishy about that. Can anyone explain that ?

Matrix change: Powerball to get much harder to win?
Why don't both MM and PB just change their matrix to 8 white balls out of 1-100, plus 1 bonus and 1 super bonus red/gold out of 1-80????
That would effectively drive odds through the stratosphere having the highest jackpots on the face of the earth then anyone who can't count or calculate odds can be happy.
Best solution to driving lottery jackpots higher, more money in coffers, is to remove all income tax liabilities from lottery winnings.

Matrix change: Powerball to get much harder to win?
I'm glad it's PowerBall that's considering a matrix change instead of MegaMillions since MM is played in my state. I think there could be a point where winning a prize with the multi-state lotteries become so hard that players will no longer be attracted from local games. If however its odds of winning a million dollars are similar to those of the local games when their jackpots are a million dollars then it will continue to attract those players.

The West Virgina Cash25 jackpot is $25,000 because the odds of winning it are 1:177,100 which is lower than most state lottery games. It's the jackpot because it's the top prize and the top prizes of most games or sweepstakes are considered the jackpots regardless of their value. Only people who are happy to win those size jackpots participate in those games.

What would you do? 2nd jackpot.
The world is full of people who have blown their first, second, third and fourth chances. Very few people get two chances with the lottery, but the people who win are just like everyone else. Some will handle it well, and some won't. I can't really imagine doing it, but I at least see a difference between blowing two $1 million wins and blowing two bigger wins.
