COMPUTERIZED DRAWING GLITCH STRIKES ARIZONA LOTTERY
On Aug. 5, the Arizona Lottery discovered there was an issue in the Pick 3 programming code that prevented the numbers eight and nine from being drawn in certain positions between June 10 and Aug. 3.

Going back to my previous example:
0 0 0%
1 8 1.5%
2 46 8.7%
3 155 29.6%
4 207 39.5%
5 108 20.6%
To only use the top occurring numbers, takes you out of a winning position too much of the time, reguardless of the best subsets within that range.
If I were to utilize the 80/20 rule it would be to filter out all combination that don't have at least 3 of the top identified numbers. That way there would only be a 10.2% error. Using that approach (10% or less), the ru

Thanks for all of the input, guys. It IS appreciated. However, I think the actual question (or at least the spirit of it) has gotten lost.
It is not that I WANT to track the two matrices, merely that if I give it the entire 19 years worth it will track it as though it is one matrix (obvious, right?)
To be sure, the most accurate pool of draws is the post-Jan09. No question about that. Logically, that should be the only choice as using the larger, combined, pool would skew things away

Well,.. you re looking at it all like your definition of what is normal could be easily defined. You are not going down some goat trail, you are on strait approach:
This is the way we look at statistics. Because, blah, blah blah.
this is the way we will look at an event.
Maybe your logical approach to the game is not flawed; you do not consider that the information and what is considered as a normal event is, . a flagrant violation of reality. ?

Determinism vs Randomness and Chance
Indeterminism is the concept that events are not caused deterministically from prior events.
Indeterminism is an event without a cause. An example of an event that is not strictly caused is one that depends on chance, like the flip of a coin. If the outcome is only probable, not certain, then the event can be said to have been caused by the coin flip, but the head or tails result was not predictable.
