How to deal with the random factor of lotteries?
'There is no randomness in lotteries', then back up this statement!
The premise of every lottery game is clear: The draws /events are mutually Exclusive.
The question is , how do you use a tool like stats. to work around mutual exclusive events?.
There many stat tools, but I usually focus on Bayes and Frequentist concepts to get around this.

How to deal with the random factor of lotteries?
First thought is just throw out the one draw and look at the normal distribution. Yes, you can estimate the probability of an event that has never occurred with no data. You'll get the same data presented to the committee when they are considering adopting a new game. But one draw is not going to move the needle on any game with 100,000 or 500,000 or 12,000,000 combinations.
After 1000-5000 draws you have a better idea of whether the game will produce more low or high numbers and more even

After how many trials is an RNG considered broken?
This is an event currently occurring in MS Pick 3 drawing.
A combo with a Straight Pair Sum of EO (Even Odd) has a .250 probability of happening. For MS Evening it currently has a skip of 34 draws.
Combo 132 is EO. If you sum 1+3 =4 (Even), 3+2 = 5 (Odd). An EO combo like this has skipped for 34 draws.
Expected skip of 3.
5x expected skip would be 15 draws.
