Yes, absolutely. They not only check the ticket to make sure it's genuine. They also run a background check on the winner to make certain there aren't any outstanding arrest warrants, liens (tax, etc.), or other judgements (child support). If a person was due to receive $1,000,000 from a state lottery commission but had an IRS lien outstanding for $200,000 on their record, they'd only get a check for $800,000 - with the remainder sent to the IRS.

wow i am in shock i didint know before right now that anybody could know where a winning ticket is going to. i havent bought a scratch off ticket in nearly 4 months, i guess ill stick with online games.
But to be honest i really dont think that the case is that serious. i dont think its anywhere near a crime like lets say rape, murder, etc.. i actually think the sentence is too harsh. 1 year in prison and another year in probation is a fair sentecing IMO. 8 years house arrest is too much

A judge on Wednesday dismissed a felony charge against the wife of Powerball jackpot winner David Edwards.
Boyd Circuit Judge Marc I. Rosen granted a request by County Attorney Phillip Hedrick to drop a criminal non-support charge against 32-year-old Shawna Edwards.

Winning lottery tickets unlucky for burglary ring
Winning lottery tickets turned out not to be so lucky for some burglary suspects.
Thanks to an alert clerk who notified police that the winning scratch-off tickets she was asked to cash were stolen, three people have been arrested and two others are being sought in connection with a series of burglaries in Buffalo and Hamburg.
