i dont know how spain does it, they return something like %70 in prizes, and %10 of the players win their entry money back. The state gets its taxxes, and all the people delivering tickets also get their cut. maybe as its once a year the state forgoes tax on the prizes? i doubt it? but the winners dont seem to pay i have heard no mention of taxes. That is the same thing i said the lottery is rigged how is it that one ticket always win. I think we need to boycott the lottery to make changes it is a conspiracy/ I keep thinking about the whole town in spain winning real big in the lottery.
